There's a real playbook for forcing Israel's hand, used by a U.S. president before. But few remember it.

24-year State Dept. vet Aaron David Miller points back to 1991, when George H.W. Bush did exactly that.

Bush froze $10 billion in loan guarantees to Israel until Shamir's government stopped expanding settlements.

It worked. And Shamir lost to Rabin soon after.

Miller's point: Trump has more leverage over Israel right now than any president since.

He doesn't even need to cut aid or pull weapons systems. All he'd have to do is say he's lost confidence in Netanyahu's ability to manage the relationship.

"The last place you want to be is between Donald Trump and something he really wants."
